Yes. Gas. Cheap gas. I don’t know if you remember the gas crisis in the 70s. Too many Americans don’t give GAF about anything until it hits their wallet. People can starve bc they can’t buy groceries. But make gas unaffordable, and Americans notice.

(2) Is not going to get DHS very far on the habeas track; the "unknown custodian" exception lets petitioners name the DHS secretary instead of warden.
