CHIHUAHUA, MEXICO — Two CIA officers died in a highway crash with two Mexican investigators, and officials have since given three different stories about who authorized them to be there.Timeline.April 19 — Their vehicle drove off a ravine and exploded on the Chihuahua–Ciudad Juárez highway, returning from a raid that destroyed a meth lab near Guachochi. One of the Mexicans killed: Román Oseguera Cervantes, director of Chihuahua’s State Investigation Agency. The U.S. Embassy first called the Americans “embassy personnel”; Chihuahua’s attorney general called them “instructor officers.” Days later, multiple outlets confirmed both worked for the CIA. The agency declined to comment.April 22 — President Claudia Sheinbaum said her government had no idea foreign agents were involved, and that she was weighing sanctions against Chihuahua’s government for allowing it.April 25 — Mexico’s security ministry said neither CIA officer had formal accreditation to operate on Mexican soil. One entered as a tourist. The other on a diplomatic passport. Why that matters. → Under Mexican law, foreign agents can’t embed with local police on their own — collaboration must run through the federal government first, the wall meant to stop foreign agencies operating inside Mexico without Mexico City knowing. To be fair: there’s no public evidence this was a deliberate CIA end-run around Mexican sovereignty. It may be a state-level coordination failure rather than Washington intentionally circumventing it, and that could look different as the investigation continues.Even so: American intelligence officers were in the field with Mexican police, and Mexico’s federal government says it never approved it.Sovereignty isn’t a line on a map. It’s a chain of custody over who operates inside a country. This crash is one of the first confirmed fatalities tied to Washington’s expanding intelligence footprint across Latin America — one the public has little visibility into.Bottom line: A car crash doesn’t normally trigger a constitutional investigation. This one did, because it exposed what both governments would rather keep quiet.Stay informed. Stay critical. Question everything.
