I asked Schumer about this last night and his answer was basically that they’re wrong.
The American Federation of Government Employees, which represents 800,000+ federal and D.C. workers (i.e. people directly impacted by a government shutdown), is urging senators to vote no on the House GOP's CR.

Addendum to my @lawfare.bsky.social post: OPM sent an FAQ email last night. It further solidified that they believe (1) employees are not required to work and (2) employees should obtain work in the private sector. The FAQ only increases the likelihood that portions of the program are unlawful. 1/6
