POLITICO Weekly NY & NJ Energy NYPA BACKS NORTH COUNTRY SOLAR PROJECT: The New York Power Authority is partnering with a private developer to move forward on a large-scale solar project for the first time since the success of the Build Public Renewables campaign. NYPA announced Monday it bought 51 percent of the 240 megawatt Rich Road solar project in St. Lawrence County. A subsidiary of French energy giant EDF will retain ownership of the rest of the project and oversee construction. This is NYPA's second large-scale solar project after the authority purchased 100 percent of the 20 megawatt Somers Solar project from CS Energy in March 2025. That project also has a NYSERDA contract. The authority also backed the smaller 5 megawatt Hannacroix Solar project in Greene County earlier this year. The Rich Road project has a newly finalized state contract, announced last week. That means it will get subsidies ultimately paid for by New York ratepayers. The project had previously won an award from NYSERDA's 2021 procurement for new renewables but cancelled it amid rising costs. The project is expected to start construction next year and start operations in 2029. The project will support NYPA's program to provide bill credits to low-income New York residents, known as Renewable Energy Access and Community Help, or REACH. Payments to local governments are still to be negotiated, according to NYPA. The project will get expiring federal tax credits and is the first to leverage a public-private partnership model, NYPA President and CEO Justin Driscoll said in a statement. NYPA got another $100 million from the second round of the Sustainable Future Fund in this year's budget, on top of $200 million announced last year. The authority has faced pressure from Public Power NY to accelerate investments in new renewables. The group has campaigned for the authority to advance 15 gigawatts of new solar and wind. The authority's latest plan has a pipeline of about 5.5 GWs of projects, although more are under consideration.
