CNN: How did we get to a place where we had Bovino having Border Patrol agents stopping citizens in interior of the country, asking them ID, creating fear? Who made the decisions to allow this kind of operation to proceed?

HOMAN: The reason for the massive deployment is bc of the threats & violence
