When we build systems to combat trafficking without survivor input, we risk repeating the very power dynamics that allowed exploitation to happen in the first place. Survivors must not only be heard—they must be leading the effort.

I suspect the answer lies in UNODC's institutional/ideological foundations in criminalisation and punitive prohibitions (enshrined in the 3 drug treaties) as the primary response to the 'world drug problem'

The recent withdrawal of most funding from the US - a significant chunk of UNODC's total budget, may have been the final straw.
