They need the state voter rolls because of mail in voting, when they access the tabulator to change the vote they need to know who has voted and who hasn't, the standard audits do not account for this type of manipulation. The states will not do an in-depth audit on the tabulators themselves.

States don't need data centers. It's the data centers that need land and resources, that's a leverage point. States should be charging extra to allow a center to be built, competing with each other on who can charge more. How about starting at $100m a year each fee, half goes to the local community.
