yes this is a critical feature of fascism. There is a significant minority of people who take PLEASURE in punishment and in making people they don't like suffer.
Was just watching “I’m Still Here”, a film about a family suffering under the Brazilian dictatorship, and one thing not discussed enough about the rise of fascism is: for a lot of people, it’s the perfect chance to unleash hate as a recreational activity. For them, it’s fun.
