I also think part of it is that Photoshop introduced the Layer Styles feature, which naturally encouraged designers to play around with highlight gradients, drop shadows etc
Designers were told basically "Communicate to the end user that this was the 'Next Era' In Computing", so taking advantage of stuff like 24-bit color and transparency rendering was just common sense to make the design language colorful and glassy/glossy.
