Pressures to comply with sovereign debt obligations and maintain the sovereign rating may also emerge from the domestic business (and to some extent, political) interest groups.

Uncertainty then is omnipresent and the “regret the least” economic action may indeed be the best option consistent with the economic policy priorities at any given time.
