A tricky question, but part is acknowledging the genre/style/mode of the work. A lot of bad criticism is like "this surrealist novel doesn't have rigorous worldbuilding" or "this dystopian satire doesn't offer hopeful solutions."
A couple of things I'm thinking about (overthinking), reading discussions on reviewing:
1. How exactly does one determine what a book is "trying to do"? Maybe this is straightforward in the case of romance with an expected structure and outcome but beyond that... blurb? marketing? author interview?
