3. `STATE_AND_STORAGE.tsv`,
4. `DEPENDENCIES.tsv`,
5. `EVENTS.tsv`,
6. `PARITY_CHECKS.md`.

Teams review them in spreadsheets and Git. Agents use them for each task.
