The ICC is fracturing. The UN Security Council can’t reform itself. Bretton Woods manages crises it can’t fix. The post-1945 order isn’t collapsing — it’s hollowing out, and Africa still pays membership dues for it. What replaces it will be built, not declared.

Senegal’s hidden debt was not simply a domestic-banking story. Newly disaggregated evidence points to undisclosed multilateral, bilateral, commercial, and export-credit liabilities as well.
The accounting is clearer. The policy choice is not.
