It's always so satisfying when skirts with layers barely clip at extreme bone angles!
I rigged it all by hand and it took me many hours of trial and error, but it was totally worth the effort!
The apron is weighted to the same skirt bones on purpose.

You don't need extra corrective bones for elbows, if you have good topology, bone placement and weightpainting!
Same applies for knees.
It's that simple.

Testing out a different workflow of using lattice for shaping the hair around the head + solidify with weight group for controlled mesh thickness. Then apply those modifiers and do more manual tweaking of the mesh.
