The actual solution to the FOI problem is for governments to make efficient use of technology by making all their records public access online (with the most limited appropriate limitations) on an ongoing basis, then they'll no longer have to waste resources handling FOI applications.

Rapists NEVER admit they did it. Ever. That doesn’t prove anyone’s guilt; it just means denials are of zero evidentiary value. Think about it in probability terms: 95+% of rape complainants are telling the truth, but 100% of accused rapists deny it. Statistically, almost all of them must be lying.
