NEW: After Los Angeles did not comply with a Trump administration demand to sort through a list of 20k voters it alleged were noncitizens, the DOJ sued.

However, the demand may have put the city in an impossible situation: Some of those flagged are registered outside the county's jurisdiction.
The DOJ sued Los Angeles to stop 20,000 people from voting. One problem: Some aren’t registered there
The DOJ appears to have put Los Angeles in a bind: It asked the county to withhold ballots for people outside its jurisdiction, then sued for noncompliance.
