So do I understand this correctly? If a state doesn't turn over its voter rolls to the Federal Government, the US Postal Service won't deliver some of their mail?

Last week of criminal court here in Moore County has been quite a ride. Long days, suprises both welcome and unwelcome, and now I 'm done except for one civil contempt hearing before moving on. It's been bittersweet. I'm going to miss most of the people. But here we go.
