Confirmed this morning: HRM staff have been involved with Mayor Andy Fillmore's discussions with the Department of National Defence.

But, as per a spokesperson, "no formal negotiations have taken place."
New: The chair of the Halifax Forum Community Association is questioning a new cost update — which he has yet to see — which caused HRM to pause the project's demolition application and a community session.

The mayor soft-launching an alternative to the Forum the next day didn't help.
