Don't say "Parking Requirements"
Instead use "Costly Parking Mandates"

The language we use evokes emotion and mental shortcuts; we like to create coherent stories. Framing the story of parking reform in a compelling way will help us succeed. 🧵/7
Parking reform works best when it solves problems people already care about:

Housing. Small business. Downtowns. Adaptive reuse. Transportation choice. Public space.

Have a recent local parking reform win? We want to hear about it.

Before building more parking, ask:

Where is demand highest?

When are spaces full?

Who needs the curb?

Are nearby spaces unused?

Could better management help?

Good parking policy starts by understanding the problem before prescribing the answer.

Different parking problems need different tools.

Pricing. Permits. Loading zones. Time limits. Wayfinding.
Good policy starts by identifying the actual problem, not prescribing the same answer everywhere.

That’s the idea behind PRN’s Parking Cookbook.

Every community shouldn't have to rediscover parking reform from scratch.

PRN connects local reformers with research, examples, tools + people who have already done the work.

A parking rule can decide whether a project works.

More required parking can mean more land, higher costs, fewer homes, or no project at all.

Parking requirements aren't just transportation policy. They're development policy too.

Removing parking minimums is not the end of parking policy.

Busy places still need loading, accessible spaces, permits, pricing + curb management.

The goal isn't “no rules.”

It is less mandate and better management.

One of the best arguments for reform:

“Another city already did it.”

Good policy spreads faster when communities can learn from places that went first.

PRN’s Parking Reform Map helps find the precedent:

A bigger movement needs a bigger network.

Housing, transportation, small business, climate + public space all intersect with parking policy.

PRN helps connect those conversations, and the local reformers doing the work.

Last week PRN helped bring parking reform into Climate Week conversations about housing, transit, infill, public space, climate + emerging mobility.

That was the goal.

Parking policy belongs in the bigger conversation about building better cities.

Portland is hiring a Senior City Transportation Planner focused on parking policy + planning—and this feels made for someone in the PRN network.

Curb management, parking reform, public space + real implementation.

Know someone? Send it their way:

This week was a reminder: parking reform belongs in bigger conversations.

Housing. Climate. Transit. Public space. Small business. Emerging mobility.

PRN helped bring those conversations together at Climate Week, and built relationships that can move the work further.

Today UCS focuses on reducing driving, re-envisioning the right of way, and emerging mobility.

PRN is co-hosting all three sessions. That puts parking and curb management where they belong: inside the future-of-transportation conversation.

Today UCS turns to housing + climate: infill, electrification, growth in the Global South, and the case for climate-aligned abundance.

PRN is co-hosting all four sessions, putting parking and land-use reform inside the broader climate and housing conversation.

PRN gives local reformers maps, research, examples, webinars, and a network of people who have done this work before.

Membership helps us keep building the tools behind the next local win.

The most @parkingreform.org coded headline/lede in journalism history 😂

Let me answer this for Norwalk: no, parking is not as important as heat, electricity, or water!!!!!!!

A $250K parking space is more than a curiosity it’s a window into how parking, housing, infrastructure + climate are connected.

A parking shortage isn't always a parking-supply problem.

Shared parking, pricing, permits, loading, wayfinding, and better information can make existing spaces work harder.

Before building more, ask how well we're managing what we have.

Parking requirements can make a small project much bigger than it needs to be.

More land. More pavement. More cost.

Parking rules don't just decide where cars go. They can decide whether a project works at all.

A cleaner vehicle can still have to travel a very long way.

Where we build housing, how far apart destinations are, and whether people have real transportation choices all matter for climate.

Cleaner technology + better cities.

The curb has more than one customer.

Parking, deliveries, accessible access, buses, bikes, pickups, trees, and public space all compete for limited curb space.

The curb is infrastructure. Cities should manage it like infrastructure.
