Its an old second war mega vessel that's been floating around and now its too damaged to sail so it just parks somewhere and becomes a city ship. Thrall goes "tight welcome aboard", they link up with the Stonemaul and hang out and throw rocks at things.

Instead of Silvermoon I would give the Horde a massive Ogre city docked off the coast of Dustwallow or Riverglades in Forever.
One of these but 3 times as big, think Rivet City in fallout 3 except its full of giant dudes who eat raw meat and club anyone that looks funny
