It's "too loudly." "Loudly" is an adverb and must be used when in conjunction with the verb "honking". "Loud" is an adjective to be used with nouns.

I wonder if most Canadians boycotted this law by going #vegan if it would get reversed in a hurry.
#Veganism means less use of pesticides (including the unhealthy onea now permitted). But it also means a reduced GDP, and that might get Carney's to react.

Boycott is too weak an action in this case.

Black listing Google makes much more sense. A boycott is against a company that try to serve clients but does wrong along the way.

Now, by its actions, Google has just proven to be there to serve the government. You don't boycott that, you banish that.
