In three decades in the Foreign Service, I never -- not once -- saw a MEDEVAC prevented (or even delayed) because of funding issues. Money was *always* available instantly when a State/USAID doctor approved a MEDEVAC, no questions asked by the budget team in DC or overseas. This is unconscionable.
