The American people’s choice to put him back in power—as a convicted felon, after an openly bigoted, anti-democracy campaign—showed it was not.

Barring the Trump administration, the United States, has never made it their official policy to kill civilian non-combatants which is Al-Qaeda's whole fucking schtick.
The US isn't perfect by any means but, until Trump at least, we weren't blowing up business towers for God.
