This is like the Southern resistance to Brown v BoE (which included courts, state legis, schools, a 1956 Southern Manifesto).
It eventually drew in the executive branch too. Eisenhower sent troops into Little Rock in 1957.
But the South dragged it out for a decade, even resisting Cooper v Aaron
