Coming back to this after playing it a bit and looking up some tips. It is more hopeful than I thought and is ultimately about mercy & kindness in a world full of terrors and about finding humanity in those who would be seen as monsters.
Wow, the horror game "Look Outside" is so deeply disturbing and bleak that I don't think I can continue playing it. The mechanics and design are incredible though.
