It's a little known fact that Yatterman had a cancelled reboot circa 1998. According to Hiroshi Sasagawa, it was actually a producer at Victor Entertainment named Morihiro Nagata who pitched the idea. It was suggested to be a "late night anime", meaning it was going to be aimed at an older audience.

There's a chance these could be prototypes, but I'm not sure... prototype plush toys usually have something on their tag like "SAMPLE" that designates they're not meant to be purchased by the general public. I know that Banpresto did cancel a Gashapon(?) line though.
