And also yes. I played a 3-month Changeling 20th campaign with an Elf Guy™: he played the Old Money, Noble Fairy™ and reveled in being snobby and better and richer and nobler than the rest of our PCs. Cringe-worthy 😬

My best guess is that it is a narrative resource authors love to abuse because it elevates the winner above their limitations: "the elf was born with it; my human OC earned it with the sweat of their brows!!!"
