5.4 Navigating the return to a safer future Overshoot narrows the space for action, but does not eliminate agency. Rapid and sustained emissions reductions remain the most effective means of limiting peak warming, shortening exceedance and reducing additional climate-related harm (UNEP 2025b; IPCC 2022b). Deep reductions in methane and other shortlived climate pollutants can help slow near-term warming (UNEP 2025c; Shindell et al. 2024). Adaptation can protect people, ecosystems and development while preserving the institutional and fiscal capacity needed to sustain mitigation. Carbon dioxide removal will be necessary, but its contribution depends on how far residual emissions are reduced and how responsibly removals can be governed and maintained (Gidden et al. 2026a; Tavoni et al. 2026) The destination remains a safer climate, but the conditions of the journey are still being shaped. Every fraction of a degree and every year above 1.5°C matters. Decisions taken now will influence how high warming rises, how long exceedance lasts, which losses can still be avoided and the capacities available to future generations beyond the peak. Overshoot is not a reason to lower ambition. It is a reason to act earlier, learn faster and sustain cooperation for longer.
