Just saw a reference to on chrisburnell.com/html-can-do-... and fell down a rabbit hole.
Unquestionably the first browser to implement this was... IXI Mosaic, in early 1994. I think it was my suggestion. Remarkably I have a screenshot from October 18, 1994 that shows it.
