The highly esteemed mayor of Dawn City. Dean Hathaway presents himself as a dependable authority figure in the wake of the New Age War, which decimated much of the nation's infrastructure and economy. He and his administration have done their best to keep the city clean of both pollutants and rogue robot activity. Dean himself is staunchly anti-robot, having witnessed the brutality machines are capable of. While his cause to protect the people of his city is noble, yes, his view on robots and androids is very much black and white, outright ignoring the fact robots have now gained true sentience. In his ignorance and hate for robotkind, Dean champions a massive, sweeping anti-robot legislation that could savagely curtail the freedoms of the city's mechanical denizens. To make matters worse, he has much of the population eating out of his hand, blindly supporting him to the very end.

Doctor Broly has really made strides in advancing the Callio blindness field. Sure almost every patient has met an incredibly gruesome end but you can always count on him to know which one Kaka- i mean Goku is!
