Under the American Disabilities Act (ADA), the communication from law enforcement agents to the public must have EQUAL EFFECTIVENESS. Therefore it is unconstitutional toward the deaf and hearing-impaired for federal agents to interact with the public wearing face masks which prohibit lip-reading.
