When I worked for a political advertising agency we bought mailing lists of specific political parties. It is done all the time. Depending on how willing the usps is, they could easily match the lists with the ballot.

Wouldn’t the ‘slow delivery’ also affect receiving ballots in the first place? It’s my understanding it’s being slowed both ways, yet it seems only returning it continues to be being highlighted.
