Simplified, but inflation genuinely spiked, people got very pissed about it very fast as it corresponded to a lot of COVID support winding down, the media just never stopped hyping inflation because they liked how it damaged a Democratic president, then it became a self-sustaining cliche.

California is a spiritually Mediterranean culture, but forced by unfortunate circumstance to be part of a nation dominated by Northern European Calvinists. What we truly want to do is be one hour late to everything but we're forced to make innocuous plans like getting coffee four days ahead of time.
As an adopted Californian, this is just best practice.

How people think about speed limits is so funny. They want there to be a law and think that's important, but it's also important that the law only be enforced infrequently, randomly and unpredictably, and by humans who pull you over. They want it to be a special surprise.
