There’s no doubt in my mind that this is St.Peter in a red robe at the Gate leading to Heaven.
It’s one of the arguments that this wing of Bosch’ Garden triptych should NOT be named “Hell” but rather <Afterlife> or <Hereafter>, in my opinion!
