This sounded especially bizarre to me. So I looked it up.

Duffy seems to have confused the EPA ending a credit for “engines that automatically turn off when vehicles come to a complete stop and restart when drivers take their feet off the brake pedal” with the START buttons that are now universal.

Two things can be true.

The decision to secretly evacuate the President was the proper course of action, even if CIA had doubts.

The decision by Trump to utter repeated lies about the situation and target the journalists reporting on it made this the story that it is.
Even CIA leaking to make him look like a scaredy cat played by Netanyahu. Who knows how serious the threat was but the fact that someone(s) at the agency felt like sticking it to him this way is telling.
