Literally look at any of these deals, and its almost a guarantee there is some sort of tax abatement or outright waivers. Sure, it sounds neat! More tax base, great!

I think you mean well, but this is really not clarifying anything, and is by omission (unintentionally) eliding the terms history and use, which is a significant issue. There is a reason you are seeing such strong pushback from Cottle when Bouie attempts to situate the term.

This is a core tension underlying many such instances of co-opting language (not itself a bad thing), and refusing to recognize the deeper meanings therein suppressed (a bad thing).
