My old neighborhood down by O'Hare here in the Chicago area had a ton of Eastern Europeans who had overstayed their visas. No ICE sweeps there..

It's an amazingly deep and broad universe with all kinds of shades of gray. No real "good guys". As far as SF universes go, I'd say outside of Trek or Star Wars, you'd be hard pressed to find a more built out and expanded setting. I hope you get the opportunity to explore it! (And write for it!)

Fair enough; I'm old enough to actively remember Quisenberry and Tekulve so the concept doesn't seem that weird to me. But I can definitely see the accuracy and value in the second part of your argument.
