Thats an exclusively German issue. You are required in Germany to age verify your customer with ID for games rated 18+ (USK 18) for some reason and Steam has not been interested in implementing it for years. Setting your store to any other EU country (e.g. Austria) bypasses that without needing VPN.

Lile some people even as recent as 2016 were deepy uncomfortable around the idea of shows like Love Live and thought it was weird.
It's better now, but as soon as a show has some "weirder" tropes I think twice about talking about it

If I meet someone "into anime" but they clearly only watched the "big popular" shows (MHA, JJK and all that jazz) I still don't recommend all of the stuff I watch.
