There would be ambulances all over the place due to the aneurysms. A million trucks parked up with guys wearing sunglasses and ballcaps screaming into their phones making Facebook videos.

Even more comical is that it is not a "wealth" fund, it is a "place to put all the extra money you had to spend to buy stuff because of tarrifs" fund. Or as you mention a form of tax. An American consumer tax.
