Bernays branded it "Torches of Freedom," fusing Lucky Strikes with women's liberation. Papers ran it as real feminist news, not the paid campaign it was. That's the template modern PR still runs: stage the event, let the press cover it as if no one staged it.

It's the 'state per-pupil expenditure' factor, baked into 2 of Title I's 4 formulas (Education Finance Incentive Grants). Two states, same poor-kid count, unequal aid — because the formula partly rewards how much a state already spends, not how poor its kids are.
