I have been wondering how the accounting shell game is being played here. Only recognizing direct costs above baseline budget? Not counting replacement of weapons used? Deferring maintenance costs that are related to the war? Hiding many costs "off budget"?

One's experience of music from a very different culture is likely to be dissimilar to someone who has accrued experiences in that musical culture.
