Omnibus NOTIFICATION of Termination - Maine Sea
It appears that this was a decision made at the DOC (not NOAA) level and is specific at this point to Maine (no other programs affected). It is likely related to the state's stance regarding DEI executive orders.

Sea Grant is a part of NOAA, which is under Commerce. The program involves faculty, staff and students, as well as many citizens in coastal communities and businesses involved in sustainable fisheries, aquaculture and a host of other programs.

The very next day USDA launched an “investigation” into the research grants received by the University of Maine’s College of Agriculture. Yesterday, the University of Maine Sea Grant program was notified by the Dept. of Commerce that it was being terminated.
