A lasting impression usually comes from consistency. If every part of the story reinforces that systemic conflict, readers are more likely to see it as intentional rather than a missing villain. Have you had any beta readers mention it yet?

Some readers may expect a traditional villain, but that doesn't mean your approach is wrong. Stories where the system itself is the obstacle can leave a lasting impact when executed well

I've seen authors find great beta readers through writing communities, social media, newsletters, and referrals from other writers. The best matches usually come from people who already enjoy the author's genre
