So, (1) I buy something that isn't booze or ciggies, then sell it on to a friend for below the retail price, using the cash for booze and ciggies.
Or (2) I'm actually receiving benefits to top up my earnings from employment, which portion of my income I'm free to spend entirely on booze and ciggies.
