"Continuing ed" is nice, but broad to the point of not having much meaning. "Workforce development" seems to work for job training sort of stuff, but, yes, that's what vocational-focused degree programs do, too.

We could do better than "nondegree." I don't think you'll find a good single term to cover all that ground, so disaggregate. The school I'm at uses "Continuing Education and Workforce Development" which is a lot of words and at least 2 very different things.
