Kentucky's Govs. have had the power to appoint a replacement to Congress. The rapeUkkklicans in KY's Congress changed the law so that there would be a special election. Beshear should just go ahead and appoint a replacement and dare Mitch to show his face or the GOP to admit he is dead.
