The fines are far too low to hurt these privatised polluters, since they can easily pass the cost on to consumers. The answer is to remove their licence and automatically nationalise their business without compensation for their repeated crimes.
United Utilities fined £964,225, pleads guilty to dumping raw sewage in seas. Crimes date back to 2023.
Fined at least 223 times since 2010, paid £8m.
Still committing crimes, bosses rewarded but none prosecuted, shareholders enriched.
Revoke its licence. Nationalise water.

I'm old enough to remember an elderly man being ejected from the Labour party conference in 2005. It wasn't an edifying sight but he wasn't attacked by the audience.
