What we need is laws that make it easy for companies to go independent once a company has spent money acquiring them. That would kill all these ridiculous mergers because what would be the point if a company could just sue to buy their independence for a fraction of what was spent to acquire them?

The Senate parliamentarian will never allow it. You only needed a one vote majority to override a parliamentarian on budget matters only. The Byrd rule will be invoked, and it takes 60 votes to override parliamentarian on portion ruled under Byrd. In other words a non budget reconciliation item.

In the end, he will get nothing.
