Not sure why it seems a bold scope. The pets are part of the planned content that is already complete and tested, ready for release for the base game and not exclusive to DLC (announced here with a trailer a few days ago).

It’s not as big a penalty as it seems as it is not hard to recover the points and get back into regular power level. It’s a matter of positioning and timing the recover.
She is a new character to be released soon, so feedback if people find it fair or not will be coming with time with more tests.

Yes, lower bar means she becomes weaker, deals less damage and walks slower. And also means the player needs more points to get back to the buffed bar.

The player controls T.O.Y.A. directly instead of Toya. No buffs are lost if you get hit and you can stop any time and keep the amount of wind ups acquired.
Also, having a low wind-up bar means T.O.Y.A. gets debuffed, so it’s all about managing her resources.
