If the bus system/trolley is disjointed and not intuitive to use, that means people won't use it if they have other choices. Bus and trolley is better than nothing, but leaves a lot of room for improvement.

A walkable city would be great, too, but still need a way to get to that walkable area, whether by shuttle or good public transit options. I haven't explored San Diego substantially, but I don't recall hearing anything that suggests an outstanding public transit system.

Feels like there needs to be some sort of shuttle service to the area to offset the parking difficulties, maybe. Not sure how full a solution that would be, but it might help.
